Panelized shells, not modular boxes

Workforce housing conversations often mix two different products. A modular home is typically finished in a plant and set as a box. A panelized shell package is a set of factory-made walls, and often roof assemblies, shipped for a crew to erect on a foundation the builder controls. Big Twig supplies the second kind: material packages, design coordination, technical support, and package delivery—not a turnkey modular dwelling.

That distinction matters for financing, inspections, and who is on site. The customer selects and hires the builder. Big Twig does not promise occupancy dates or total construction cost. Delivery promises cover the material package only.

Why mountain towns look at panelized packages

Teachers, nurses, first responders, and other essential workers in Western North Carolina and nearby states often compete with second-home demand for the same limited housing. Conventional on-site stick framing can be slow and labor-hungry when crews are already booked. Panelized shells move cutting and much of the insulation work into a factory so the site crew is assembling rather than building every layer in the weather.

Speed is still a project result. Foundation accuracy, crane access, weather, trades, and permits sit with the builder and local officials. A panel package does not erase those steps.

SIP and EPS assemblies for more than one dwelling

Some workforce projects are duplexes. Others are small multi-family buildings. Some use structural insulated panels; others use EPS wall-panel and truss components. The quoted system follows the building, not a generic “workforce housing kit.”

Start from multi-family and duplex building packages when you are planning more than one dwelling unit. A single-family SIP home kit is a different pathway with its own design process. Do not assume every EPS building uses the same SIP assembly as a house.

What the shell package covers—and what it does not

A written quote lists the panels or components, openings, connections, engineering, and delivery in scope. Site work, foundation, assembly labor, mechanicals, interiors, fire and egress detailing, and finishes belong to the builder unless they are itemized. Photographs of finished multi-family buildings are manufacturer inspiration; they do not set inclusions.

Insulation and careful air sealing can support comfort. Big Twig does not quote a universal utility-bill saving or a rent the finished units will command. Compare the material-package quote with the builder’s construction budget before anyone treats either number as the cost of housing.

Partners, zoning, and a realistic start

Land, zoning, capital, a panel supplier, and a builder who has erected the chosen system all have to line up. Municipalities, employers, and nonprofits sometimes bring land or program structure; they do not replace a builder or a written material scope.
